MACNLOW instructors represent numerous years of experience in the areas in which they teach. They practice what they preach, share their knowledge and expertise, and are committed to providing quality training at an affordable price. Andrew R. Bouck, faculty with and co-owner of MACNLOW Associates, is the Undersheriff at the Ingham County Sheriff's Office in Mason, Michigan.  Prior to 2017, he was a Sergeant with the East Lansing Police Department. With over 23 years of police experience, Andy served at ELPD as an undercover officer with the Proactive Anti-Crime Team, as a Field Training Officer, a Use of Force Instructor and as an Operator on the Special Response Team. Bouck was promoted to Sergeant in June of 2002 and served in the Patrol Division, Records Bureau and with the Tri-County Metro Narcotics Squad as a Team Leader. Bouck was also a Team Leader on the Ingham County Special Response Team and a Use of Force Team Leader at ELPD. Prior to his career in law enforcement Bouck was a Sergeant in the United States Marine Corps. Bouck trained, qualified and operated as a Special Operations Capable (SOC) Infantryman in a Marine Rifle Company. Andrew holds an Associates Degree in Criminal Justice from Lansing Community College and is a graduate of the 52nd Mid-Michigan Police Academy. Andrew is currently pursuing a Bachelors Degree in Criminal Justice from Ferris State University. Bouck is a graduate of the 221st Session of the FBI National Academy. He has received numerous awards from the East Lansing Police Department including two Bravery Awards. Sgt. Bouck was honored as the City of East Lansing Customer Service Award winner in 2002. In addition, Bouck is the 2013 recipient of the Distinguished Service Medal from the Michigan Association of Chiefs of Police.

Kristen Bouck Kemp, co-owner, oversees the day-to-day business operations of MACNLOW Associates and occasionally teaches in the areas of Customer Service; Crisis Communications; Interpersonal Communications; Cultural Competencies:  The American Mosaic; Leading, Supervising & Working with Generation X and the Millennials; Achieving Supervisory Excellence; Dealing with Difficult People; Stress Management; Time Management; and, Team Building/Problem Solving.  She has over 25 years of law firm and business administration experience, including thirteen years as the Executive Director of the Ingham County Bar Association where she developed and coordinated continuing education programs for lawyers and judges.  During her tenure at the bar association, she was elected by her peers to two terms as President of the Michigan Association of Bar Executives.   In addition, she was an Administrative Manager for two large Lansing law firms for seven years.  Her experience also includes work as a communications coordinator at Sparrow Health System, a Level One regional trauma center in Lansing, MI, where her responsibilities included dispatching teams for adult and pediatric traumas, strokes and other brain traumas, heart attacks and heart catherizations, code blue and all other rapid response situations at the hospital.    She has a Bachelor of Science degree in Business Administration from Central Michigan University and is actively involved in her community, having served two terms as the president of the Grand Ledge Volleyball Booster Club, two terms on the board of directors of the Grand Ledge Education Foundation, two terms as president of the Neff Elementary School Parent/Teacher Organization, and frequently provides academic counseling and tutoring for high school and college students.

Jacqui Benson is a dispatcher with the Washtenaw County Sheriff’s Office – 911 Metro Dispatch Agency.  In the past three and one-half years with the agency, she has received two commendations for suicide intervention.  In addition, she has served as a communications training officer for over one year at Washtenaw County.  Jacqui spent five years in private investigation for a licensed firm and also worked for two years for Oakland County.  She has received sixty (60) hours of additional training in Crisis/Suicide Intervention.  Ms. Benson received her Bachelor of Science degree from Madonna University with a concentration in Criminal Justice/Addiction Studies and Clinical Psychology.  She has a Master of Science degree from Boston University in Criminal Justice.  Jacqui instructs for MACNLOW in their Advanced 40-Hour Dispatch School, Suicide Calls:  Helping the Caller and the Telecommunicator course. 

Suzanne Cratin brings 30 years of telecommunications experience with her. Starting as a co-op student in high school for the Alma Police and Fire Department, she has worked her way from dispatch clerk to Deputy Director of Midland County 911. Suzanne is the Director of the Midland County Incident Dispatch Team, Communications Training Coordinator and an EMD. She is also Michigan's State T.E.R.T. (Telecommunicator Emergency Response Taskforce) Team Leader. Suzanne has been involved in every facet of the growth of telecommunications, from the days of 7-digit phone numbers and pen and paper call in-take and resource tracking, to CAD, emergency medical dispatch, AVL and wireless technologies. Cratin is well aware of the changes in public expectations of public service and the generational differences in and needs of employees. Suzanne recognizes the need for highly trained, professional telecommunicators and is passionate about sharing her knowledge with others.

Jason Ferguson is the Chief Deputy at the Ingham County Sheriff’s Office. With 20 years of police experience, Ferguson has served in Corrections, Field Services (patrol), K9 Unit, and as a Field Training Officer. He was promoted to Detective where he spent eight (8) years. Most of this time, he served on various homicide task forces with local, state, and federal team members. Jason then served as a Sergeant on the night shift for four years. He is currently still on the night shift as a Lieutenant in charge of patrol. Jason was also an operator on the Special Response Team while assigned to the Detective Bureau. As a Sergeant and Lieutenant, he became a Team Leader in charge of the Perimeter/Sniper Team. Lt. Ferguson holds an Associate Degree in Criminal Justice from Lansing Community College and is a graduate of the 51st Mid-Michigan Police Academy. Jason is currently pursuing a Bachelor’s Degree in Criminal Justice Administration with Columbia Southern University. He has received numerous awards from the Ingham County Sheriff’s Office some of which include bravery, valor, and six for meritorious service.

Kat Goble is a safety professional with twenty years experience in safety, customer service and security with a focus on continuous improvement.  She began as an emergency dispatcher with the City of Dearborn Heights Police Department and has been with the City of Livonia Police Department since 1996 where she is now a Senior Emergency Dispatcher.  Ms. Goble has an Associates Degree with a major in Police Law and Security Administration from Fanshawe College in London, Ontario, Canada.  She has also received professional certifications in LEIN, CISM-Grief Management Following Trauma, HazMat Response, National Incident Management System (FEMA), Homeland Security First Responder Safety and Disaster Response, and Emergency Medical Dispatch (EMD).  Kat is also an instructor in CPR/AED/First Aid/Blood Borne Pathogens/Work Place Safety through the American Red Cross.  In addition, she is the lead facilitator for Northridge Church Post-Traumatic Stress Disorder (PTSD) support group and actively volunteers in other community organizations.  Kat teaches for MACNLOW in both Basic and Advanced 40-Hour Dispatch Schools, including Stress Management, Homeland Security for Telecommunicators and other dispatch-related courses.

Lisa Hall is currently the Director of Midland County Central Dispatch. She leads a team of 12 telecommunicators, 4 supervisors, a deputy director, IT administrator and administrative assistant. Lisa has also served as supervisor, training coordinator/CTO and deputy director with Midland. She has previous experience as a telecommunicator with Saginaw County Central Dispatch. Her combined experience in the emergency dispatch field spreads over 22 years. Director Hall is a member of NENA (National Emergency Number Association) and APCO (Association of Public Safety Communications Officials). She is on the executive board for the MCDA (Michigan Director’s Association) and is the TERT (Telecommunicator Emergency Response Taskforce) Coordinator for the State of Michigan. Lisa received her E.N.P. certification in October 2011. She holds a BA in Criminal Justice from Saginaw Valley State University.

Annie Harrison is a Detective at the Ingham County Sheriff's Office specializing in Child Physical and Sexual Abuse and Adult Sexual Assault. Her true passion is in the investigation of child sexual abuse. She is dedicated to holding offenders accountable, bringing justice to victims and offering practical training to other professionals. Annie has interviewed over 300 children and investigated hundreds of crimes of sexual violence. Annie is Board President for Small Talk Children's Assessment Center. She was Chair of Ingham County Child Death review from 2012-2016. In 2014-2015 she was a member of the Michigan Sexual Assault Model Policy Project. In 2016 Annie was appointed by the Governor to serve a three-year term on the Crime Victim Services Commission where she will assist in the oversight of the Crime Victim Compensation Program. Annie has served as the Ingham County Sheriff's Office Explorer Post Advisor for over 15 years, where she is committed to shaping the next generation of law enforcement. She received her Bachelor of Arts from Michigan State University in Social Relations, Criminal Justice and Jewish Studies. She graduated from the Mid-Michigan Police Academy. She has received state and national training in forensic interviewing of children. Annie resides with her husband and daughters in Lansing.

David McInally is a dispatcher for Van Buren Township Public Safety for over 20 years and is responsible for all radio communication equipment in the communications center and at the Van Buren Fire Department, where he has also worked as a firefighter for the past 22 ½ years. McInally, who was recently promoted to Battalion Chief/Fire Marshal with the Van Buren Fire Department, graduated from Eastern Michigan University School of Staff and Command Class 8. David also is a NASCAR trainer and teaches at several tracks. David works as an assistant tower coordinator at Michigan International Speedway, assisting with all on track safety requests and directly responsible for communications with pit road firefighters during race events. David’s supervisors and peers recognized him by nominating him for Civilian (dispatcher) Employee of the year for 2005 for Van Buren Public Safety Department.

Kim Ostin is a recently retired Dispatch Supervisor for the Sterling Heights Police Department. Ostin worked for thirty-three years in Communications where she spent her last ten years as a supervisor. Kim currently serves as the Michigan APCO Chapter Secretary, co-chairs the Training Committee and works on the annual Fall Conference. She is also a member of the P33 Training Standards Committee for APCO International, Inc. and serves on the Communication Center Standards Committee. She has presented sessions at both the APCO and NENA conferences. Kim also enjoys working with the Destination ImagiNation program, a creative problem solving program for children from kindergarten through college. She serves on the Executive Board and is in charge of training for the state affiliate.

Mark Ostin spent over 30 years with the Sterling Heights Police Department, retiring as a lieutenant in June 2010.  Mark worked as a cadet prior to becoming an officer.  He spent four years in Communications while serving as a cadet and later served there as a supervisor.  Mark served as an officer in the Road Patrol and Traffic divisions, and as a detective in the Youth Bureau from January 1987 to July 2000.  While working as a detective between 1997 and 2000, Mark worked with the Sterling Heights High School staff on their law enforcement classes.  He was promoted to sergeant from July 2000 until October 2007.  As a sergeant, he worked in the Road Patrol, Traffic, and Communications bureaus.  Following his promotion to lieutenant in October 2007, Mark ran the Traffic Bureau until April 2008.  From April 2008 to his retirement in June 2010, he was in charge of the Records and Communications bureaus, responsible for day-to-day operations, personnel issues and future visioning for the department.

Penny Phelps is currently Captain at the Monroe County Sheriff’s Office in Key West, Florida. While employed with Monroe County, Captain Phelps served seven years as the Operations Captain for the Bureau of Corrections. In January 2009, she transferred to the Bureau of Law Enforcement where she currently commands the Training Division. She is an assessor for the Florida Corrections Accreditation Commission as well as for the Commission on Florida Law Enforcement Accreditation. Captain Phelps served 20 years with the Bay City, MI police department and retired as a Deputy Chief. While in Bay City, she served as Team Commander of the Critical Incident Response Team, commander of the Community Officers Patrolling Streets (C.O.P.S.) unit, Field Training Officer Coordinator, D.A.R.E. Officer, Commander of the Police Bicycle Patrol, a member of the Underwater Recovery Team, Assistant Team Supervisor of B.A.Y.A.N.E.T., and Unit Supervisor of the Narcotics Investigation Unit. Penny is a graduate of the FBI National Academy 184th Session and gave the commencement address for her session. She currently volunteers for the Relay for Life, Toyz for Keys Kidz, and the Victims’ Advocacy Center. She has served on the Board of Directors for the Bay County Red Cross, Youth Leadership Bay County, Boy’s and Girl’s Club of Bay County and the Bay Arts Council. Phelps was also Team Captain of Paint-N-Pride, a community group that paints a new house in Bay City each year. Phelps is completing a Ph.D. in Organizational Management and Leadership. She holds a Masters degree in Organizational Management and Leadership, a Bachelors degree in Criminal Justice and an Associates degree in Criminal Justice. She was Outstanding Young Police Officer of the Year in 1989 for Bay County and has received several other policing awards.

Michael S. Phillips, a Sergeant with the East Lansing Police Department, has over 27 years of police experience. Phillips started his police career in Connecticut, where he graduated from the 220th Connecticut Municipal Police Academy. Sgt. Phillips, who has been with the East Lansing Police Department for 20 years, was promoted to the rank of Sergeant in 1998 and is currently assigned to the Patrol Division. Sergeant Phillips developed and implemented the Use of Force program at East Lansing Police Department and spent 17 years on its Special Response Team, five years as a Detective and two years as a FOIA coordinator. Sergeant Phillips has participated and supervised in nine civil disturbances/riots in the City of East Lansing. Mike completed the Northwestern University Staff and Command School (2005), graduated from the 243rd Session of the FBI National Academy (2011), and holds an Associate's Degree from Lansing Community College.

Kat Reynolds has worked with Bloomfield Township Police and Fire Department since 2001. She has worked all shifts offered at Bloomfield and is a CTO and one of the Terminal Agency Coordinators for Bloomfield as well. Before joining Bloomfield Township, Kat worked for five years at the Oakland County Sheriff Office as a Call Taker, Radio and Fire Dispatcher and LEIN Operator. She was a CTO while at Oakland County Sheriff's Office. In addition to teaching for MACNLOW, she also teaches Domestic Violence, Customer Service, Interview Preparation and Hands-On CAD training at the Oakland Community College Dispatch Academy. Kat is a member of both the State and National NENA and APCO organizations. Reynolds holds an Associate Degree from Oakland Community College in Business Management.

Steven Sopocy is a Lieutenant with the Ingham County Sheriff’s Office. With 20 years of police experience, Sopocy currently serves as a shift supervisor overseeing the day shift, safety and security of a 600-bed jail, supervising multiple sergeants and deputies, and overseeing multiple projects and disciplinary investigations. His past experience at the Ingham County Sheriff’s Office included service on Road Patrol, as a Field Training Officer, and six years in the Detective Bureau investigating everything from minor criminal matters to homicides, internal affair investigations, as well as service on various task forces with other local, state, and federal agencies. Lt. Sopocy received a Bachelor of Science degree from Western Michigan University with a dual major in Criminal Justice and Environmental Studies. He is a graduate of the Kalamazoo Regional Police Academy. He has received numerous awards from the Ingham County Sheriff’s Office including awards for meritorious service, unit citations, and appreciation awards. In addition to his police work, Sopocy is the owner and operator of Sopocy Family Farms and serves on the Board of Education for the Ovid-Elsie Area Schools.

J. Eric Waddell has over 14 years of experience in dispatch. He began his career as a dispatcher at Pittsfield Charter Township and has been with the Washtenaw County Sheriff’s Office for the past seven years. Waddell was promoted from dispatcher to shift leader and for the past two years has been serving as the Dispatch Operations Coordinator and Training Program Manager for his agency. He is currently assigned as the Washtenaw Metro Dispatch Training Program Manager; overseeing all internal training needs and developing dispatch related curriculum. He is also the LEIN Terminal Agency Coordinator, CLEMIS CAD Agency Administrator, and services on the CLEMIS CAR Re-Write Committee. Waddell has been honored as the 2011 Emergency Services Employee of the Year and the 2013 Emergency Services Supervisor of the Year by the Washtenaw County Sheriff’s Office. In addition, he has received the Dale Carnegie Award for Highest Achievement and has obtained numerous dispatch related certifications, awards and commendations.

Jon Whitford has been in the public safety field for over 15 years and has been involved in training 911 professionals on various levels since 2002. He has served as the 911 Center Supervisor for Eaton County Central Dispatch since 2001 and was also the Training Coordinator from 2010-2014.   Mr. Whitford’s previous experience includes service as a firefighter with Delhi Township Fire Department and as a Reserve Police Officer with the Potterville Police Department. He also owns and operates Sleeping Bear Enterprises/Skeleton Arms Company. Mr. Whitford received the 2007 Michigan APCO 911 Center Supervisor of the Year and 2007 Eaton County Central Dispatch Supervisor of the Year Awards.  In addition to teaching Basic Dispatch and Advanced Dispatch courses with MACNLOW, he is a frequent lecturer at events held by the Michigan chapters APCO and NENA.  

Keith A. Wuotinen, a Lieutenant with the City of Novi Police Department, is also a practicing attorney in Michigan. In addition to MACNLOW, he is also an instructor at the Oakland Police Academy in the areas of warrant arrests, warrantless searches, court room testimony, and traffic stops. At the Novi Police Department, he has developed and maintains their legal update curriculum and instructs all sworn staff on a yearly basis. A past Field Training Officer (FTO), Lieutenant Wuotinen has also served on the mountain bicycle patrol, motorcycle patrol, and as a taser instructor. He served as the patrol officers’ union vice president, handling contract grievances and negotiating collective bargaining agreements. He currently serves in the Uniformed Division as a Lieutenant in charge of 4 sergeants (both days and midnights). Wuotinen is a member of several organizations including the Fraternal Order of Police (local #128), Command Officers Association of Michigan (COAM/POAM), State Bar of Michigan, Oakland County Bar Association, and former member of American Society of Law Enforcement Trainers (ASLET- prior to their disbanding), and former member of the National Association of Field Training Officers (NAFTO and Michigan Chapter). Keith holds a BA in Criminal Justice from Michigan State University and graduated cum laude with his law degree from Wayne State University. He was admitted to the State Bar of Michigan in 2001 and served as a law clerk with the Michigan Attorney General’s Officer High Tech Crime Unit (HTCU). He is currently employed at the law firm of Keith A. Wuotinen, PLC and Of Counsel at Dolenga & Dolenga, PLLC, concentrating his law practice on civil litigation and estate planning.
